Yep, that's the question of the ages. As Christians, we honestly grieve over our own shortcomings: "What I want to do I do not do, but what I hate I do." (verse 15). I know I wrestle with my own failures regularly - but clearly, so did the apostle Paul.
And the good news is, that instead of allowing himself to be trapped in Satan's web of despair, he keeps his focus on the limitless, freeing grace of God. Were it not for grace, we would be doomed to live in spiritual desolation. But because of grace, the question of "who will rescue me?" is clearly answered:
"Thanks be to God" - the answer is found: "through Jesus Christ our Lord." (verse 25).
Lord, thank You that are my Rescuer. I am not condemned to despair, because there is no condemnation for those of us who are Yours. Those are words I need to be reminded of regularly.
